The Downtown C-pass program is an innovative partnership between the downtown property owners in the Capital Crossroads Special Improvement District (CCSID), MORPC and COTA launched to solve a downtown parking crunch.
In 2014, downtown property owners feared a parking shortage would stall development. So, CCSID, MORPC and COTA joined forces to pilot a study to see if downtown workers would change commuting habits with a transit incentive. Transit ridership nearly doubled when employees were offered a free bus pass.
Fast-forward to 2018: downtown property owners, MORPC and generous corporate partners funded unlimited transit access to even more downtown workers. The results are impressive: transit ridership has grown from 5% to between 10% and 14% among the eligible pool of workers. Companies report the program helps with recruitment, retention and employee morale. They also report making leasing decisions based on a building’s C-pass eligibility.
